Will I be able to hear VHF and UHF signals on my DIgital Police Scanner?

My little city still uses the UHF and VHF signals, but the State Patrol uses Digital. If i buy the Digital scanner, can i pick up the old signals on there from my local departments.

When TV goes digital in 2009 will the VHF and regular UHF signals go off the air?

Will channels 2-13 on VHF and 14-83 with the ordinary TV signals just go off the air completely? Or will digital be transmitted on them? If you had an ordinary TV and try to use it after the change over what would you receive?
