Should Judges Monitor Presidents?

In an national emergency, the President should be permitted to circumvent a specific law temporarily.
However, Congress found that,
as President, Richard Nixon
committed bribery, perjury, illegal wiretapping,
obstruction of justice,
and ordered the CIA to help with his re-election.
And president George W. Bush
is currently violating FISA by illegally spying on Americans.

To guarantee the rule of law:
1) Should the Constitution
be amended so Federal Judges
can listen in-person
to everything the President says
in the performance of his duties?

2) And so Congress and the Supreme Court
can scientifically resolve
any allegations
of misconduct by the President,
should the amendment also direct
government technicians
to audio record
all the President’s official communications
and save them
in secret U.S. Government databases?

3) Should this policy be implemented in all nations?

In a national emergency the President should be able to obtain extraordinary permission from the Supreme Court to temporarily circumvent a specific law.

However, to insure Presidents do not violate the Constitution (as President Richard Nixon did by committing bribery, perjury, illegal wiretapping, obstruction of justice, and using the CIA to help him get re-elected; and President George W. Bush did by violating FISA) should Congress empower Federal Judges to listen in-person to everything the President says in the performance of his duties and to everything others tell the president officially?

And to make it possible for Congress and the Supreme Court to scientifically resolve all allegations of Presidential misconduct SHOULD government technicians be assigned to record all the president’s official communications and save them in secret government databases?
