Will I be able to hear VHF and UHF signals on my DIgital Police Scanner?

My little city still uses the UHF and VHF signals, but the State Patrol uses Digital. If i buy the Digital scanner, can i pick up the old signals on there from my local departments.

can a amateur radio receive and communicate with police?

dont they use low frequencys or side bands or something? and what proper antennas would be needed on a mobile unit to pick up these frequency’s ? ….i know police scanners pick it up but a ham radio could as well but also communicate ? ok let me re word this question insted of asking [...]
